VADM King promoted him to 3rd Class,  ADM Mauz promoted him to RIVRAT 2nd Class in San Diego in 2000.    COM Jordan promoted him to RIVRAT 1st Class in Denver.    

There is some talk of promoting A. Billy Ratt, Jr to RIVRAT 3rd Class during our 2008 reunion.
